The following underwater gathering location, located in the Ross Sea, slightly North of Kuit Islands (Pirate Island), is bugged and nothing is gatherable. This particular location has 10 Giant Pearl Oysters to gather. I tried every server and multiple times throughout the day and the same thing. Below are screenshots of the location:
