So i been looking everywhere for this info and can't find anything about if console players can or can't craft capotia accessories does anyone know if we can or can't or if we have to obtain knowledge to be able to start crafting in general? Thanks in advance for any replies.

They're being asked every time PA streams and the answer is always the same, no. They're waiting for something before Capotia becomes ready for us to craft them. But it_d be nice to get a time frame on it.
