I have found griefers tend to be localized on specific servers.

Also easy to get to places like velia and heidel are hit more often.

Also ..... your horse can stop if you run into an afk player on the road if the game reads them as solid. 

Try looping either somewhere big like grana or out of the way like the road north east of Epheria.

If this is personal, he can simply black robe you no matter what and pvp is part of the game. He doesn't even have to kill you or your horse to hurt you.
