Heating beginner for steel I imagine. 

Takes quest lines starting in velia and finishing in heidel to do it.

I couldn't complete it due to an issue with the warehouse not showing the workshop any items.

There is a work around, if you get gathering up to app3 and I had a5 processing it let me talk to the dwarf at the mine north of heidel and start from there. Lead to alexandro farm and back and the flavio guy gave the final green quest. 

Make sure you turn on life skill quests.
