Dear staff and those concerned
Your Karma based system is excellent, but lacking except for the fact that PK's should exist as an in game enemy that will enhance the diversity of the game.
Here's how, if you incentivize the killings of players by allowing the PK to loot a percentage of silver or even rng a chance to take an item from their inventory, at a terrible price
Not only should your gear lvl drop, but so should your combat points and potentially your str, stam and health lvls
Why this is a good thing
Right now to PK is for controlling a spot and easy to remove, I played ultima online since 1997, they got it right but EA destroyed what was an amazing game
I compare this game in many, many ways to it, that game is still up and running by the way, free with premium now, i suggest your team check that out
So, here's where this gets fun, we want small scale pvp and a little chaos, not too much and rampant, because what lvl 56+ char wants to lose stats, gear, silver and whatnot unless they think their "god".
Thats what should be at stake, literally a RNG chance to lose stats, skills and equipment every time that PK dies
Blue players should be allowed to insure items for a certain percentage of the cost to remove that item from RNG item to PK, think of players as just another mob with in game consequences
Bounties should exist on murderers heads even after theyve restored theur Karma, because what good man hasn't wronged someone? How are these bounties funded, by the players who've been murdered facing a loss of time, silver and possibly an item
For that matter, people/parties should be allowes to hunt for these player killers and be rewarded, like a hitman
For example, you murdered me, i place 4k on your head, i have a person sign the contract for your head with whichever town or city mayor is allowing that person to be killed in town, for a small fee for his services
So, now we understand that our avatars are just another creature of the game, they can be killed at will and there is a steep price to pay, such as 2 hrs of active time or 24 hrs of AFK time per murder and after so many killings, you must wait for all of your murders to have expires
Killed 10 people, have fun running from everyone for 20 hrs or 20 days of afk time just dying alot, but, the PK should be allowed to be safe as well
They do infact need out of town, out of safety housing because its not right to literally destroy a character because its not available
As far as the consequences, UO was a % based skill game where 100% you were grandmaster and that could literally take hundreds of hours to get from 90 to 100, imagine losing those hours because you were a murderer, but what if the profits were worth it?
Think of it as a quest but a player is the target, maybe give the contractor an ability of tracking to see if that person is live and especially if they are karma positive and in town, because we know what youve done and their are eyes everywhere.
If you murder, some one will come and claim the silver on your head

What it once was is what your game is now, don't make the combat mechanics and items any more difficult, bring more aspects into player socialization
This is just one facet to that and no i do not believe anyone should be safe outside of town, if they're pks out there, watch the good guys claim heads till its safe to gather
Because why would some one waist their time on a lowly peasant with low lvl gear.

I should also not that there must be provisions to stop the transfer of items, such as getting the silver value for the RNG item and that item be destroyed unless insured and exempt, the PK would recieve the insurance.
The PK recieving insurance should be taxed as well, along with the value of that item.
This helps remove excess silver from the game, how, because when a PK is killed all of their silver should be taxed at the 35% aa if it were a purchase, but gifted instead.
So, for say you forgot to insure you're Tri Ogre Ring and you get whacked and the RNG god just so happened to bestow that murderer with 65% of the value of your prized possession based on the lowest CM price.
Now, you put 20 mil on his head, why, because you want to destroy his gear, his skills and his character for murdering you for silver.
You're contractor accepts the bid to kill him and gets permission from the town guards to Kill on Sight, even in safe zones.
When they kill this said individual, they should get 65% of the bounty
This will help encourage a higher buying power of silver vs item cost to more balance them with the cost that vendora are willing to pay
This shouls help remove huge amounts of silver in the game, as well as the fact that end game gear should be rare and precious and not everyone and their brother should have the best of everything
Bring it down a notch so more people can join in and start the in game world raids on PK strong points or gatherings
This allows for the players to choose to be part of Order or Chaos, two ancient forces that battle the lands for whichever wins
Spoils to the victor, let no one be safe unless they cower at home or behind the guards

Hahaha "Bring me his head - Dead or Alive" I already had the same idea. It should also give a ranking "Most wanted player" but one directly in advance, this kind of suggestions MUST first prevail in the pc version before they appear on the console, so here they are more then useless in my opinion.
Well then, looks like I suggest this exact idea to the PC RNG dev gods in hopes that i get that 4.8% chance on the first try
