Black spirit quests don't work

It was right after I completed the wizards tower and processed to the boss dastard bheg. The boss would not summon and told me I need to drop the scroll and try again. I did that and nothing happened. The black spirit no longer has a quest button to accept any quest and I cant chat with him. I have tried restarting the game, activating new quest and different servers. I tired going back to the tower, nothing. I cant do any black spirit quests. No I dont have more then 25 active quest, I have 8.
