Fodder is bound to T9 horses and we don't even have T8 horses so there is no ETA or a reason to have the fodder in the game.

I might be wrong but I remember that you can get already the ingredients for it via farming (life skill)? I always got a lot of side products that said it can be used as stonetail fodder. But as Rocketfuel said, there is not rly a reason to have it I think.

Yes, you can pile up on fodder byproducts from farming for the future use but that's about it.
