How do you get young merchants evening knowledge? The knowledge I need help with is apart of Sophistication ll.

I know Basquean Ljurik is supposed to have the quest Flower Garden in the City that lets you get that knowledge but the issue is he doesn't have it. BDO database says the quest I need to do first is called Lucky Well the issue being that when I go to the all I have as an option is to look at it & nothing else. The quest for Lucky Well is you're supposed to look for a Pidgeon. The next quest is Please find Mayao which I've done. I've checked with all my characters & none of them have any quest from Basquean Ljurik. Yes, I do have all quest check off to appear. 

I'm on Xbox & any help would be nice.
