From today disappearance of the Russian voice acting have happened. Before last update from 23 of july it was worked fine. I've asked some people on server Olvia is it me or it happened to them too so they answered positively about voice acting disappearance. 

None of reinstalling the game, released updates after it happened wasn't fixed this bug. Every NPC still speaks in English but not Russian as for my current live region.

Fix it please.
