I can't seem to find the wooden horse to practice on and the one right behind quest giver never starts minigame. And there's no wooden horse where the quest navigates me to.

I experienced this also. It seems to be a bug on some servers. My tip is to make server hopping until you find one that works. I reported this also just a quarter ago :-)
