What are you even asking? Stream snipers are never a problem for the developer and should be handled by the streamer.
There are ways to beat stream snipers in Black Desert, but all of them rely on the streamer.
One thing you can do is add an element on the top right of your screen (perhaps sub/follower count) that will cover which server you are playing on. This allows you to stream with minimum delay and just make it more difficult for the snipers to grab you.
Delay: You could set a short delay on your screen which is enough for you to get the upper hand on any stream snipers who are looking to hunt you down. 30 seconds is usually enough.
As for us banning people for stream sniping, I am personally very against it.
