Liam did not offer repair

In all my past stays, the villa manager Liam offered repairs along with a quest and a shop. Now Liam did not offer repairs to me when I entered Amir's Villa or at Karashu's. (Haven't tried others.) Anyone else found this? Using PS4, season character.
