If so, can you tell me, are you finding everywhere you run there are like horizontal waves while playing the game, I think it's called screen tearing. I have tried every setting on xbox and the TV and still get the same result. I HVe tried playing normal and in 4k and still the same. I Have an Oled LG B8 TV. I really appreciate any help. 

Nope it's just an in game issue, running an X in 1080, 60 fps on a very nice Monitor and still get it.

Yes screen tearing is games fault not because of Oled. 

They can fix this if they add vsync. 

For the 4k version though there are times that it falls below 30 fps and there screen tearing is worse than 1080.

I can't play at 1080 everything looks trash after getting used to 4k

They may optimize the game more for 4k and run better but if they don't add vsync screen tearing will be there 

I am playing on a X with a Sony bravia 4k hdr TV and no problem here.

I'd suggest going into your TV settings and turning off local diming and consider Game Mode (this makes things darker tho so beware)  I have an LG and I think this is what you are describing...also refer to this articles as it has some other things you may want to consider adjusting.
