I placed a fence I got from a quest but now I can't interact with it, which means I can't plant the seed I wanted to and I can't pick up the fence.

Thanks  that let me finally use and then remove the plot.

Try standing in the middle of the fenced area and hold LT a pop up will appear then press Y to interact.

I was going nuts as well trying to figure this out.

are we able to see other people fences? If so, either I am at a remote location or people aren't planting a lot so far

I believe farms are instanced. Only you can see your farm. not sure about you character when you're farming though.
