Bug description: While working on NPC knowledge, i noticed that i could not find Chuck Laurie on the hill outside of Olivia. I believe his knowledge is required for the foreigners of Velia. Not sure if he has been moved with the redesign of where we start questing at.

Dude, i googled a lot to find the key. and what ive found.. This is wandering NPC or it can be found if u get Hunting quest chain it starts:
1) after when u done quest with Bees at Delucci farm (i completed that quests but that bitch didnt give me another one ) or...
2) Innkeeper in Velias tavern also could give you (it does not appear for me)
so i believe it is bug
