While energy regeneration is so slow that it puts you off harvesting it is nothing compared to contribution points! 
I have yet to see my contribution points regenerate. invested in some nodes and a house or two but then I am stuck, waiting for the points invested to regen so I can complete the node network I want to make but they just do not regen. 
I have tried logging in and out / full system reboots and even tried uninstalling and reinstalling to no avail. 

Should mention this is on the EU server. I do not seem to have access to the us server

Contribution points aren’t supposed to regenerate. You help NPC’s for more contribution points so you can expand your empire basically. The more total CP you have, the more investing/workshops/farming/etc you can do.

Ah so its to force you to explore, the limit being the number of npcs in the game? How many npcs are there?

For cp there are softcaps, like 150, 250, 350 and more. Via quest you gather contribution exp. With higher cp you will need more exp for next point, for example, calpheon daylie circle and catfishmen/mansha/rhutum daylies give around 3-4 cp past 150 mark. But past 250 Mark you will get only 1 cp for all those quest.

You also get CP from crafting, try cooking. There are some guides on how to start and it does make some good CP.

I have started to do cooking, though the ui for that is frustrating to use.  Ot noticed any PC from it yet.

Cooking is missing the CP byproduct now. On purpose, for now.

Perhaps. You still need piles of beer daily so you can buy that or still craft it. I wouldn't cram for cp just yet cooking.

I keep seeing beer mentioned for workers but I found grilled bird meat better, easy materials and +3 stamina. made a ton of it already.

(chicken meat x2, deep frying oil x 6, salt x 1, cooking wine x2
