Whenever I try using the quest item it gives me an error therefore not allowing me to hit level 50+

I’m level 48, I assumed it didn’t matter what level I was since I had the quest already

Edit: Hit level 49 and it worked, don’t know why it gives you the quest at a lower level, makes it seem bugged.
