Upgraded Armor Workshop to level 5 but can't craft Grunil armor

I had the same problem with the refinery. I upgraded it to level 3 but it didn't give me the option to craft grade 3 reform stones. Is this a bug or are we just not allowed to craft these items yet?

The armor in the 4th row is supposed to be Grunil but it is showing Reblath for some reason.
