Can’t seem to find a tool workshop that has the option to craft them are they just a random item you might make by chance ?  Or am I blind ? Maybe both 

Its an rng proc from cracting regular ones lol. Whatever color regular one you craft, you have a chance to proc a lucky. No way to make them out right

I believe it's a 1/10 chance to proc a lucky craft. Use a human to make your tools, since they have a higher luck stat.

Try and get an artisan human worker that has like 24-28 luck. You will proc more of them.
