The quest kalis parliament tells me to talk to elina leight, when i talk to her it tells me to i need knowledge of norma leight in order to talk to her but when i go to norma i cant recieve knowledge of her, ive talked to everyone in the plantation she is found in and have done every non repeatable quest. If this isnt a bug then im sorry for making the post but im pretty sure it is seeing as though alot of other players have this issue. I have forfeited the quest many times and it still doesn't work also made a new character to see if that will work and didn't and at the point where I'm just going around is circles. Help please

A lot of time you talk to an NPC and they are a ? Mark. Usually you have to talk to a second and third person first. Usually they give you a blue line to that person. 

When you hit y to interact, if you tap it, it spins and gives you the wave option to hold for. This costs 3 energy and gives 3 amity. The ring in the top left when you talk to them. If there is something on that ring to unlock, like a quest, you have to earn points for it.

For this girl, I think it's making her not a question mark. Several of the cross roads make you quest her on the way to calpheon and you only have to do it once per account.

Thanks doktar tried this on 3 accts and nothing I heard there was a lvl requirement 51 for those who are stuck and below 51 try that I'm lvl 52 done all the quests I can and still not working there's definitely a bug in the system somewhere

Once you do get the knowledge you have it on all your accounts, i have leveled 10 alts to 50 and never had to redo it.

My first time through I went to calpheon before my quest lead.me there. I was picking up yuria early and getting the ? Mark's. 

She gave me the yellow message and an auto path to northern plantation.  The lady there had another yellow message and auto patched me to another npc. I came back after talking to the whole northern plantation and she talked to me. 

Once her ? Mark and yellow message went away I ran back go calpheon and got the first girl.

No questing, just talking, I quested later.
