Shining steel butcher knife issues

So I am skilled 4 gathering. I try to equip the shining steel butcher knife (which according to BDOcodex and BDOdatabase can be used from beginner 1) it tells me there is a gathering level restriction. I can use the regular steel one no problem.
What level is needed to use it or is it just broken and not an item that is working at this time?
