Exchange NPCs missing in Western Guard Camp

I went to turn in some exchange items in Western Guard Camp and none of them are available. Attached is a screenshot of one of the exchange items. As a side note, it says press the menu button for more location information. That is either wrong text or the menu button isn't working as intended on these items.

I am guessing you dont see the chained ogre in your camp.
The new quest lines bugged it out.

Same. No chained ogre and cannot turn in Bhegs iron mace frag, Giaths mask frag or Red Nose blade frag.

Have to get an alt who can see the first area.
I had a level 5 I was able to turn it in. He was pre change, havent tried a new alt yet.
