So, clarifying that I’m not complaining about the PVP feature of the game, I know how it works and I know there’s a Karma  system in place., but there has been two different guild that this to us... 

Two guilds have sent us war declarations, which we never sent back, aftjer a while they are able to attack us without any Karma  loss or anything, just like if we declared the war back to them, following us across servers. How is this possible if we never accepted the war... it’s fine if someone is killing me “without consent” but they’re not losing any karma or anything, so they can follow us around for hours.. 

am i missing something or is that the way wars work? So we can send a declaration to any noob guild, wait a few minutes and then attack them all day long without losing any Karma and no way for that guild to cancel it?

Thats how it works. Usually people drop decs if the other guild doesn't dec back, must be a toxic guild.

A lot of guilds are not able to be decced, and most 'noob guilds' would definitely fall into this category, so they are effectively protected from what you're describing. I don't know the specific rules, but it's some intersection of if a guild has declared war on another, or if they've recently participated in a node war, etc.

Your guild has done either A or B recently, so the other guild is able to dec on you. You don't need to return the dec for it to be in effect.

Yup thats how it works and i love it. We had a so called "noob guild keep coming back after dieing and brought their friends to mess up a guildie grind spot. We couldnt dec them because it said not ready a couple weeks later they decced us so we accepted now they are perma dec and get killed everywhere. Field bosses are the best to kill

as I understand it, only one guild needs to declare in order to be at war. 

once one guild declares on another, it's on sight, regardless of whether the other guild declares back or not.

correct me if I am wrong on this.

as a starting point, any guild can dec any other guild. decs do not need to be returned for wars to be in effect. all returning the dec does is allow you to see the k/d 

(this isn't really true because of all the exceptions, but that's the fundamental principle behind wars in bdo)

some guilds *cannot* be decced. these are either a) new guilds, b) guilds that have never declared war on *any* guild, or not declared war on any guild recently and c) guilds that have never participated in nw's / have not done so recently

I honestly don't know the exact formula, but that's the gist. this is a protection mechanism for newer / less experienced guilds. the message you get when you try to dec such a guild is "so-and-so is not ready for war"

your guild - somehow - has voided this protection mechanism, so you can be declared against. it sounds like you're a noob guild yourself if you're not aware of any of this, so I would try to open communications with the other guild's GM or officers because very often ppl are willing to drop decs.
