not able to start quest

so i am trying to start the quest https://bddatabase.net/us/quest/4560/1/ to get the black magic gloves, but i'm not finding where it starts
i found the book on the tower in tarif where it's suposed to start but it does not give me any quest to start or send me anywhere...
try talking de the old man at the wall near centrum of tarif to but he didn't help ider, kind stok hier...
did someone complet this questline already? care to share how it starts and i have to go see to start it.
any help is mutch appreciated!
