It's a noob question I know, but I've never used them before. I have a 22 Durability Kzarka Longbow at +13 that I obviously need to repair.

Now, if I get 20 memory fragments is it going to cost 1 artisan memory to get 80 back? Or is going to cost 20 artisan memories to get 80 back? 

Each memory frag only does one durability for yellow gear. Using artisan memory allows for it to give 4 durability. To use artisans memory you have to have it in pearl inventory and go to blacksmith and press y while weapon is in repair slot, choose blacksmith option repair max durability.

Hard feelings aside. 

What you said - you need 20 artisans and 20 memory fragments to get 80 durability back.

As a non-pvper, there isn't any winning to be done so surely it can't be p2w? 

Ah well, Cartian and Ancient Relics arent hard to get. 

These things are worth 3 memory frags each on boss gear. So a dollar or so for 2.5 million silver.

Nothing you cant replace grinding for like 10 minutes, not very p2w. Your just buying time honestly.

If you really have no intention of PVP, don't bother with boss gear. Just tet greens and you'll be quite happy.

I'd just spend silver on memory fragments or  scrolls. Artisans for boss gear are meh.

Theres no pve in this game... its all pvp or run like hell while i pvp you for not understanding its a pvp game and your in my rotation. nor is there anything thats not an actual person that requires boss gear for. Mans was right. If you dont pvp just tet some greens.

Ironically enough pvp people use better gear to pve faster, just like the non pvp. That will be the main silver farm once Valencia comes out.
