My understanding of the central market is that when there is no pre order for a specific price. For example a fishing boat with no one pre ordering it for 1,810,000 and then I whisper a buyer and tell him to put up a pre order for that price, and then sell him the fishing boat. My understanding is that the fishing boat should go to him since there are no other pre orders for it just his. Yet it does not, why? A friend and I also had this issue (not sure if it is an issue but I feel that it is) when I was trying to buy a steel dagger from him. No one else had a pre order for the price I was told to put it, yet when he sold it I didn't get the dagger. Again why? Is this a bug or do I understand the central market incorrectly?

Seller alway sell item for max bet first , Buyer always buy lowest price first that is solid rules of this Central market. No ability to make direct  sails.
