I summon the fish man Boss I killed him and it's still not letting me go past level 99.999% does anybody know how to fix this I've never had this happen before and Its pretty frustrating. And it's keeps on saying you need to complete the quest but when I go to the Black Spirit Quest there are none available on top of that I checked my inventory  and there is no summoning scroll for the Fishman boss. Does anybody know how to reset the Quest? 

If you’ve already accepted the quest to go to level 59 then There should be an item in your inventory called a memory fragment or something like that (looks like a black shard, not the yellow circle ones) you click on it and you will get the progress needed for the quest. If you don’t have the item but have the quest accepted then abandon the quest and accept it again. You will get the item and then you can use it and complete the quest. 

Don't do it unless you like being forced into PvP from now on, anywhere, anytime. Im currently not playing because of this forced PvP or stay 49 crap. If it changes i might come back but if it doesn't im liking borderlands 3 right now anyways.
