Hi, im new to the game, me and my brother bought it but I’m living in europe and he in america, for some reason we can’t connect together to play. I understand the difference between servers but is ps4 region locked depending on the account origin?

Yeah, servers are region specific, sorry boss.

But is it base on the region from your psn or by the server that is the closet?

You would need actual address in US on playstation store account billing and masked vpn american proxy server in order to play US server on BDO. That's really very simple. If you dont have address from US nor not able to masked vpn american proxy server, then you wouldn't able to play US server on BDO. I have a friend who has EU psn is playing in my american server. it worked for his friends too.

You only need a proxy if the game itself bans foriegn IP address like Phantasy Star Online and Dragon's Dogma Online did. 
I just logged into my HongKong account and started up my NA client for BDO and am now playing with HK players just fine. No proxy'ing invovled.

totally agreed. Proxy is suitable for that.

I do have the account with american address and everything. I just need the vpn then, I thought that the account was enough.
