We should be allowed as a guild to pay other guilds to kill other guilds. 

I want to PKK toxic guilds who bully low GS players and Low GS guilds. I see a lot of toxic guilds like Yikes and GameOver, bullying poor players who are trying to play. I want to freely destroy people like that without worry of my Karma because they are too scared to fight real PvPers.

I agree some sort of bounty initiative would be an interesting mechanic to implement if a pker harasses a lower gs player for the sake of being a micky poor human being. 

Most people I've seen quit are caused by toxic red players and not the grind. Bad karma penalties dont quite send the same message like a good old dose of their own meds. I would personally be less likely to grief like that knowing there will be a lot of ppl incentivised to actively look for me to do to me what I'm doing to others.

I don't know about a guild level, but just bounties in general would be awesome. Could put a reward on killing whatever certain red player. Combined with the NPC that reveals the location of someone with a name, you could literally make silver as a bounty hunter with positive karma and that would be dope.
