As the Title states I tried to craft them with green workers but the armor turned into greens multiple times do i have to have a worker of the same caliber to make them or are they not in the game as of right now?

The short answer to your question is Yes you can craft Ultimate equipment.

The long answer is this: The rarity of craft-able equipment is given based on the Luck stat on the worker itself, the higher its luck is, the greater your chance at obtaining Ultimate rarity equipment while crafting it and the worker quality/rarity has no effect on the result of your crafting, however I do not recommend you to aim for ultimate rarity while crafting because its price is higher and people tend to use green equipment to recover durability as it is your best cost/efficiency choice while enhancing cheap equipment sets such as Grunil, this is in case you're looking to sell the ultimate equipment for profit which is not a wise choice to make.
