What pet can you use to upgrade the tier of the Fogan pet?

I have 3 tier 3 pets and the fogan pet is the only one at tier 2. I was wondering what pet type you can use to exchange to upgrade him or is he forever stuck at tier 2?

None as of right now because he is an “event” pet and we haven’t had any other event pets.

The new Karlstein Cat (combat package) is an event Pet. I've taken it to T3 using penguins.

I've tried to mash Karlstein Cat with Fogan when cat was at T2, but doesn't allow that. Looks like it's stuck at T2 for now

Do they have to be the same tier to be able to be fused together ?
I dont really know how it works beside the fact that Event pet need event pet and classic pet need classic pet.
Do i keep the pet levels that i inted to upgrade, does levels matter for the pet i intend to fuse ?

You can Match pets of same rarity, Most pets are classic, fogan is event pet. When you "breeding"cats with dogs for example you can choose appearance of Future pet, but with appearance you choose Main ability and skill of pet. For example Pinguin has Auto fish time reduce and life skill exp, cats mainly life skill and Ressource search, Dogs skill exp and Hostile Player detection etc. Some pets have pretty nice skill/ability combo, and you would like to lose them
