Salp'uri Purge help?

I can't use Salp'uri Purge skill. LT + LB shows the key combination, but I can't get a skill. Does anyone know the solution?

Have you invested Skill Points into this skill ? Don't you have it Locked for some reason in your Skill Screen? It works perfectly for me

Yes, it is true. but the skill skill appears to be half in the tree. So the bar is not full? It looks like a learned skil is written with LT + LB. However, I cannot use it. Should I open another skill before?

You have to stand still to use it can't push any direction
