It all comes down to your AP/DP. If you have 130-140 awakened AP and at least 200 DP you can go to nagas or fogans and spend your time there even to 60-61. Then, somewhere around 170 AAP, you can mix things up with gahaz bandits. Do all this until you reach 209 AP bracket. 

If you have lower AP than this I wouldn't recommend Valencia but rather sticking to Mediah grind spots like Helms for example until you have funds to reach already mentioned 140 awakened ap.

If you have 209 AP, TRI/TET kutum, and 300 accuracy then you can grind Pila Ku Jail, this should net you nice silver per hour. With this AP you can also speed farm centaurs/basilisks/Sulfur mine but I would go pila.
