I have been playing PC BDO for a while, and starting a fresh ranger I noticed how dreadful her balance is after all the chances they had to improve her balance.

Considering she's still called a Ranger and based on the name alone she should be balanced to be at least equally matched with Archers however, she lacks the followings: 

1) Sustain // Recovery 

Health Recovery - She's got a heal which is cold blade - using this skill in PvE if enemy not stunned would be instant death, if the enemy is under a stun this would be such a wasteful engage since it has no damage output nor a heal which would be worth extending the combat for, total health healed by this equals 1 health potion, most of the other classes aside of sorcerer are unaffected by this 

Health // Mana Pots consumption - she is heavily dependant on Health & Mana pots - without these I dont see sustaining long session of grinds especially in lower levels the skill adddons can be wasted to have a slightly better mana management in PvE but regardless not carrying pots to regen mana would be slowing down grinds - although she does have a mana recovery skill this is under a long cool down and basic attacks have extremely low recovery on her awakening, due to potions occupying most of weight in inventory her grinds a lot more inefficient as a player with standard weight compared to other classes who can sustain both their health, mana or wp with their standard skills alone, she can infact sustain mana if she keeps spamming shotgun and at the end game it does change a little and she's able to go longer without having the need for mana pots but in early game this does not apply at all, 

2) - Cooldowns - 

Her main burst in awakening has lengthy cool-downs, although she can spam shotgun and extend combats to survive I feel like she should be given some extra seconds in cool downs.

3 - Passive 

I think it is beyond clear that her passive is the most useless and also one of the most unbalanced things in the games to exist... it's a skill that adds mana recovery to her primary kit.. again other classes do not need to spend their extra skill points into having this recovery a little more balanced and instead they have usefull class buffs such as extra ap, dp or even speed. 

4.- Accuracy Dependant

Is she even a ranger now ? - Archer is just making her look like an Assasin with a bow when you're comparing the classes. ( Decent assassin who';s bad with bow not to mention ) 

Again, I used to understand why she is a character which is required to have a high accuracy to be competitive in PvP however, having archer who has more burst in range and with his release he seems to nulify her title as a ''ranger'' as she's just an assasin with a bow now, she is unable to compete with him in range nor any other classes to be honest in solo Fights, most classes have instant gap close and going shotgun with blasting gust to be a little faster would consume too much stamina and make her vulnerable

Without accuracy she has poor scalling in PvP and to reach accuracy to be viable is not  a childs play - most other classes are not as heavy dependant on this let's take a striker // mystic as example - they can go full dp, scalle a lot of dmg and don't require accuracy past 200. 

5.- New Players are welcome

I think anyone going first char ranger would slow down gearing up in this game, she's extremely limited on burst and skills up until lvl 58, yes she can go non stop shotgun yet she's got to gap close to collect loot and perma shotgun before lvl 62 does not seem to be a ''thing'' either since its low burst in PvE & PvP (this only works with high accuracy) she's one of the characters that is making a lot harder to begin the game with
