I have tried the solutions posted on forums, but the quest is not completing.
Here is the two main ways I have tried.
1. Sitting on bench/fountain side, hold Y to observe, move camera around all angles of statue.
2. Holding Y on statue, press A. (All this does it loop around the same two screens, why does it do that?)
----a. People have been saying I should see a zoom option with LT + RS, but there is nothing on either screen.

I have spent over 2 hours trying things and looking online and nothing works.

I figured it out, no thanks to the quest description being completely incorrect...

You have to hold Y on the Heidel Fountain (SW of the statue), not the Fountain Statue as the quest guide states.

You then hold LT and and roll right stick around to zoom in and out and around. That should complete it.

Please update the guide or something, this is ridiculous that this issue hasn't been cleared up in years.
