If you try to conversate with different NPC one by one you will see same icons in selector rings even if theyr are different. Every NPC affected. 

Example:

1) Conversate with Jarette in guard camp.

2) After that try to conversate with in Hessenvale same camp (different interest but same knowlege icons)

If somebody add screenshot will be appreciate.

I can confirm that it did this the entire time in beta, the first conversation you had while the game was loaded it used the same images for any conversation regardless of who or where you where. I can't say if it is still doing it due to not being able to play the full version due to crashing before server select.
