As of full release the below issue seems to have resolved it self.

Bug description: I have the value pack active but not able to use the dyes. The message displaying is “you need to activate Merv’s palette first”

My value pack still has 14D20H left active. Full access to beauty salon and expansion ect just the dye’s are not working.

My wife and I both suddenly have this issue also. We both have 14 days and 13 hours with no access to Merv's any longer.

Yeah I have the same problem, I could dye yesterday but now it says to activate the pallette again.
