The quest description and title clearly involves the exiles of mediah(cron castle in balenos), however the map navigation sends you to the saunil camp instead.  Went over to Cron anyway just in case the navi was bugged but the soldiers aren’t highlighted as quest objectives.  Went over to saunil and lo and behold, they’re highlighted.  Not exactly sure how many of whatever one would need to get, but just killing the highlighted stuff until it’s no lnger highlighted works anyway.
